Meeting on Group I, 2, and 3 Exams Held by CMMeeting on Group I, 2, and 3 Exams Held by CM Chief Minister A Revanth Reddy emphasized the government’s commitment to filling all government department vacancies and addressing job seekers’ concerns. He advised unemployed youth to avoid malicious conspiracies spread by certain political parties. The CM promised to find solutions to prevent legal obstacles due to sudden rule changes during exams. Wrong decisions, like those made by the previous government, would harm the unemployed and cancel current vacancies. The government has already issued notifications for 28,942 vacancies, fulfilling its promise. The CM assured that the job calendar would be released after the upcoming legislative assembly budget session, ensuring no difficulties for job seekers in attending other government or recruitment agency exams. Reddy criticized political parties for exploiting the unemployed for political gain while the government strives for justice. He warned that pressure tactics and conspiracy theories could harm the recruitment process and cause more harm to the unemployed. A meeting with MPs, MLCs, leaders, and student representatives was held to discuss vacancy notifications. The CM reviewed Group 1, Group 2, and Group 3 exam concerns. Despite twice postponing the Group 1 exam due to leaks and previous government errors, the government withdrew a Supreme Court petition and issued a new notification with additional posts. Over four lakh candidates appeared for the prelims, with selection for the main examination set at a rate of 50 candidates per post based on prelims merit. The officials explained the legal risks of changing the selection ratio to 100 candidates per post and the potential for court intervention or notification cancellation. They also noted the Supreme Court’s stance on providing opportunities beyond those stated in notifications. The CM and officials considered expanding Group 2 and Group 3 posts but were advised that doing so during the investigation process would violate the notification and increase the likelihood of legal challenges. Student leaders raised concerns about the overlap between Group 2 and DSC exam dates, causing preparation challenges for job seekers. The CM promised to consult with TGPSC and the Education Ministry to reconsider the dates.

Exam dates of Group 2 and DSC are being revised

HYDERABAD, JULY 6, 2024: Chief Minister A Revanth Reddy has made it clear that the government is determined to fill all the vacancies in government departments and is ready to take decisions to address the issues raised by the job seekers. The Chief Minister asked the unemployed youth not to fall prey to the conspiracies hatched by some political parties and vested interests.

The CM assured that the government will take appropriate decisions to ensure that no more legal hurdles are faced due to the sudden change in rules during the examination period. The CM warned that the unemployed will be wronged and the current vacancy notifications will also be cancelled if the government takes wrong decisions like the previous government.

The government has already issued notifications to fill 28,942 vacancies as promised to the unemployed. The CM said that his government has removed all legal hurdles that were pending for years to fill the vacancies in Group -1, Group 2 and Group -3. The government is making all efforts to fill the vacancies by conducting the examinations as per the job calendar. The CM announced that the job calendar will be released after discussing it in the upcoming budget session of the state legislative assembly. The Chief Minister assured that the job calendar will be prepared in such a manner that the job seekers will not face any difficulty in appearing for other job examinations conducted by the central government and other recruitment agencies.

Mr. Revanth Reddy accused the political parties of playing with the lives of the unemployed for political gains while the government is striving hard to provide justice to the job seekers. The CM said that the unemployed youth will suffer more and the official process of recruitment will be stopped if the government takes decisions contrary to the provisions of the notifications under pressure of political conspiracies.

On Friday evening, the CM held a meeting regarding the vacancy notifications. Bhongir MP Ch Kiran Reddy, MLC Balmuri Venkat, Youth Congress State President Shivsena Reddy, Sama Rammohan Reddy, Professor Riaz, Teachers JAC Harshvardhan Reddy, OU student leaders Changani Dayakar, Manavatarai, Bala Lakshmi, Charakonda Venkatesh, Kalva Sujatha and others participated in the meeting.

During the three-hour long meeting, the CM enquired about the demands and concerns of the unemployed. Soon after the meeting, the Chief Minister called Chief Secretary Santhi Kumari and other top officials and discussed the demands of the unemployed and the ways to resolve them. The meeting discussed the demand for selection of candidates at 1:100 rate instead of 1:50 in the Group 1 main examination. The officials explained to the CM that the Group 1 examination was postponed twice due to paper leaks and wrong decisions of the previous government. The Congress government withdrew a petition from the Supreme Court and issued a fresh notification for Group 1 by adding more posts.

Four lakh candidates appeared for the Group 1 prelims examination which was conducted after a gap of 12 years. The TGPSC (Telangana Public Service Commission) recently conducted the preliminary examination in a strict manner. As per the notification, the selection for the main subjects will be done on the basis of merit in the prelims at a rate of 50 candidates for each post.

Officials explained to the CM that the current rules allow 50 candidates, based on merit in the preliminary rounds, for each post to appear in the main examinations. The threat of court intervention is not ruled out if the rules are changed to select 100 candidates for each post and the risk of cancellation of the notification is also there. The officials told the CM that changing the provisions in the notification will also not be legally valid. The officials apprised the CM of the observations made by the Supreme Court when the Group 1 examination was cancelled for the second time. The officials said that the state High Court cancelled the examination on a single ground, namely that the biometric system was not followed as per the notification issued then. The officials also explained the judgement delivered by the Supreme Court in the case of UPSC v. Gaurav Dwivedi in 1999. The Supreme Court made it clear that giving opportunities to more people than mentioned in the notification will do injustice to those who are already qualified.

The CM and officials also deliberated on the increase in posts in Group 2 and Group 3. The officials informed CM Revanth Reddy that increasing the posts while the investigation process is going on will be a violation of the notification and chances of court intervention will be high. The government increased the number of posts in Group 1 as the notification in Group 1 was reissued. There is no flexibility to increase the posts in the notifications in Group 2 and Group 3.

The student union leaders brought to the notice of the CM that the candidates are losing out because the Group 2 and DSC exams are being held back to back. They said that the DSC exams are being held from July 17 to August 5 and Group 2 exams are being held on August 7 and 8. As a result, the job seekers are facing difficulties in preparing. The CM assured them that the government will consult with the TGPSC and the Ministry of Education regarding the exam dates and take a further decision.
